The irony is, in Peterborough you see what appears to be officially sanctioned stupidity in some peoples eyes...an example...
Upper Bridge Street, from the football ground roundabout to the Police station, over the bridge....its a paved footpath possibly 10ft wide, narrowing at Rivergate....you will see cyclists weaving in and out of unsuspecting pedestrians, right next to busy traffic. You'll often see cyclists passing peds from the rear, within inches from the peds who then look bemused, surprised etc.
I can see how the council have tried to give cyclists a route into town, the river, bridge, four lanes of traffic...and no other real options if you're headed to/from Stanground, but its a far far from ideal situation.
Thats said, I do believe Peterborough city council have done a fantastic job for cyclists, given the lack of opportunities the confines the city centre has. Elsewhere in the city, cycle routes abound, possibly rivalling the best you'll find (at least in mileage terms).

spot on ,great place to cycle..just little bits that require some sense and courtesy..
