...A review conducted by the UK Transport Research Laboratory in 2009 concluded that up to 16% of fatalities could have been prevented if the cyclist had worn a cycle helmet. That is why the BMA policy on cycle helmets has recently been changed. It has balanced possible negative impacts on the numbers of people cycling with the positive impacts that are related to the reduction of head injuries. There have been no cyclists killed in NI since 2008. So 16% of nothing is, er?

I think you should bear in mind that one of the authors of that report was a former campaigns manager at CTC.
