About as useful as quoting the Highway Code which says cyclists should wear helmets. The NHTSA stating that there is unanimity amongst scientific opinion regarding helmet benefits does not make it so.

For a less biased approach to summarising the evidence, see http://www.cyclecraft.co.uk/digest/helmet_research.html - references to papers that show helmets give protection and to papers that show they give no protection; clearly demonstrating that the NHTSA is wrong in its statement regarding scientific agreement.

I wonder who is sponsoring the NHTSA's opinion!

Not only old but out of date ,and the paper they rely on for their 80%+ figure was re published with lower numbers. If you see the 80%+ figure claimed anywhere it's a partial indicator that the thing you are readign is not to be trusted.
It does state that several states have a policy of enforced helmet wearing for certain ages though. so they must believe their own report.

The ASA has banned BHIT from using the 80%+ figures in its material. That's how reputable the figure is.

I don't think the laws are enforced in any state.
21 states have age related helmet laws, if they do not enforce it that's up to them.

Lots of places have the laws but that is different from the enforced helmet wearing you were talking about. Very few enforce their helmet laws and where they are not enforced helmet wearing rates drop back to pre-law levels. So effectively the law is as good as not there. Several places (not US) have recently repealed their helmet laws in the interests of promoting cycling with all its health benefits.
