Well, it's always a possibility they might trip up and kill themselves
Well I'm sorry, but I'd refuse to use something I'd bought for anything like that. I'd use theirs instead.

she isnt polish by any chance? i knew someone of identical description. it got so far that i had to put earphones on when watching tv, and she still would complain.

from what iv read you have been more than reasonable.

however i suggest you protect yourself against any possible problems.

you need to get statements or even just signatures from your neighbors, on all possible sides.
stating briefly that they do not consider you a nuisance and your noise levels are acceptable.

next get a cheap decibel meter (or an app) and for 5 days record the static noise levels (doing nothing) and your maximum noise level.

depending on how you are,
you may want to occasionally video record the results on decibel meter and activity at intervals throughout the day.

that way you can be secure, and if se decides to (falsely) accuse you on an official leval you have an iron clod defense

Rather than buying the meter, the council should be able to lend you one for this very purpose.

oh and if you go local council offace and ask them to put it on paper weather they find your readings satisfactory or not and weather on those grounds your noise levels are acceptable or not.

and if you get that letter

Shove it up her nose!

^^^^^^^^^^^^^ Absolutely! Readings from a cheap DIY meter set up by a non-professional will count for absolutely nothing, I'm afraid.
Could she borrow one from where she's learning to play the guitar, without fear of making too much noise?

All this stuff about meters and recordings and getting statements from neighbours and contacting the HA is well-meaning but as far as I can see, misguided. Why should Saluki have to go thru' the hassle? Saluki's fine. If her neighbour wants to start doing all that kind of stuff, that's her business. All Saluki has to do is live her life.

True, but if the sound-proofing isn't up to scratch, then other things about the 70s conversion of a house into 2 flats may be suspect and a visit from the Building Inspector at her request could save more than aggravation over inadequate soundproofing... he/she can check the fire separation [should be an hour fire protection] and electrical safety too.

Yes get the other neighbours involved with statements/signatures and ask if they can back you up if necessary.

At the same time, record/film everything in the flat, even if you are out (especially if you are out actually to prove she's making things up), you need to have the time recorded so that if she says 'You did x, y and z at such and such a time' you can prove her wrong. If she still doesn't shut up, explain that you have done everything you can, you can prove she is making things up and go to the council/HA etc to get it sorted. If she doesn't like it, tough...... and then ignore her after that, you have done your bit and have nothing to feel bad about.

Alternatively, if it turns out to be a bad building, then you will have the bonus of having recorded the sounds in your flat and can use it as evidence for getting it fixed.

...... And she'll still be wrong (sort of), so you can proceed to continue ignoring her/embark on a beautiful soundproofed friendship after that!
