But going on whats been said, it seems that Saluki''s neighbour, downstairs, is making out that she's the victim with regards whats happenning.
No, she shouldn't have to go through this, but her "victim" is putting forward a convincing front!

carpet does make good sound insulation, floor boards don't. Also, if you have hi-fi speakers placed directly on the floor, they can turn the ceiling below into a speaker, even at low volume.

My Hi-Fi is properly set up, speakers on the wall (bracketed) with the rest of the little speakers in the correct places for the size and shape of room. My late Big Brother was a professional musician, on and off (he was actually a vet but preferred guitars and drums as he didn't have to shoot them if they broke) and he was very pernickety about speakers on the wall, in the right place and also having a Bang & Olufsen (can't afford), a Revox or at the very least a decent Technics (did afford and its still very nice). We had a man in to put the speakers in the right place for us. I even found and then read the manual about the different setting on the equalizer as the writing is so tiny that I can't read it, even with my specs on.
When we decorated, we marked where the little speakers were to go back (I painted around the big brackets :shy:)

she isnt polish by any chance?
Nope. Broad Norfolk.

Once I have seen the doc, I will have a chat with our neighbourhood HA representative chappy. He's only about 15 & I am not convinced that he has started shaving yet but he does appear to get things done. When I see him, I will ask for a sound meter and will ask about acoustic membranes etc.

As my old Saluki is ancient, knackered and a bit incontinent, it's really not practical to have carpet. I am putting 'puppy pads' down at night for him but at 27" tall and 27kg, they are not little tinkles so sometimes there is a bit of err, overspill. When he pops his paws we will buy carpet but at the moment its just not on. I would have to buy a rug doctor and use it daily.
We know why it went moldy. Next door (upstairs) had a fire a couple of years back and the flat that we are in had a lot of water damage so the tenants were moved into temporary accommodation for 15 months, leaving the 2 downstairs tenants in situ (they were offered a move but opted to stay put). Next door (upstairs) moved back the same weekend that we moved in. Apparently, the previous tenant opted to stay in the flat that the HA had moved her too. I cannot for the life of me, think why though
We asked the HA to leave the carpet and they said that it might go horrible and we would need to chuck it. So we knew all along that it may have to go. If they had taken it out, we would have had floorboards throughout. I have had another look at my tenancy agreement and there is nothing about carpets. We only have to keep the flat in reasonable decorative repair. I have had yet another chat with the HA and carpets are not a requirement of tenancy.
The HA had no idea that downstairs worked nights until I told them. They said that it might be wise for her to move

Have you told her to feck off yet?

We have had a bit of curtain twitching this evening as I deigned to walk over the gravel bit of my garden. Twice, once on way out, once on way back. She told me that I must walk right round the front and not walk across my gravel car park bit. She can poke off. I had been walking around but its just too stupid to contemplate now. Oh, she then told me that she needs to vacuum her car so I need to move mine so that she can park in my garden to clean her car.:laugh::laugh: Oh how I laughed. Then went indoors. I am getting the hang of this not kowtowing to her every demand now.

You are doing the right thing by walking on the gravel and not moving the car.

It may take a while, but when she realises you have shrugged off the yoke she had on you, she may leave you alone.

So it is most important you be firm, keep at it, and don't give a millimetre, let alone an inch.

Tell her that if she does need to come and complain that she has to knock on the door reallllly quietly otherwise you'll have to come downstairs and complain to her about the noise. Oh, and tell her to feck off.

I would make a record of what has hapened just to prove that she has made found less complaints against you and is essentially harassing you.

Then the tv should go back to normal levels, the dog should go out in ten garden and the neighbour should be told to f&@k off.

I used to be an electroplater. I am used to working to a tolerance of +/- 3um and I am not even going to give her that.

Sorry to say, have to agree with Slowmotion there, how long is it you have been in this flat now.
5 months on Sunday. 5 months ago tomorrow we got the keys and she complained that we hoovered and disturbed her.

All logged on a word document and we have a paper copy pinned to the noteboard too.

My typing on a tablet is pants too. The keyboard just won't do as its told.

5 Months, do you talk to your Neighbors, are you friendly, ask them if they are having trouble with this woman, If they say she has been a pain in the Arse for ages, you can get on to the HA, and Tell them you are being Harrased by this Tennent, they have a Duty fotr your well being as they do of hers.

Sounds like you need to get this woman moved.
