Fitting a pannier

My winter hack is nearly ready to go, but I would like to fit a cheap pannier rack to it. I noticed there are two small holes above the rear wheel nut so I assume one end of the panniers fit in these but I can't see where the other end of the pannier will attach to. The bike has cantilever brakes apprently.
I will try and get a couple of photos of the bike up here tomorrow.

I wouldn't stake my pension on it, but if you don't have a pair of eyes up near the brake bridge, then I reckon the eyes at the bottom of the seat stays are for mudguards and not panniers.

Just had a look at the pannier rack that came off my old hybrid and at my Pug which does have mudguards but no rack, to check.

Even so, you can get racks which clamp to the seat stays or hang off the seat post.

In the absence of pre tapped mounts on the seat stays you simply use P clips to mount the front of the rack.
