For the unskilled it'd slow them down but for a skilled cyclist, usually the fast ones, it's not an issue. Not that I would or condone it but if I was in the mood I could use it as a use it as a high speed flip-flop course with free air on the spesh or I could just ride down flat out with very little problem.
