It was originally called the Greenwich Thames Tunnel, so names can change.
One thing doesn't seem to change: the nearby Blackwall Tunnel was originally approved by Parliament as having three bores, the third being for foot and the new cycle traffic. As you know, it's not yet been built, with foot and cycle traffic initially mixing with vehicles, then banned. So it seems transport plans have been bike-washed since the 1880s!
