Without accountability, there is no respononsibility. Smart Hat allows a license sign to be attached, identifying the rider to other road users, pedestrians & authorities. Bikes are the first form of personal transport for most people in the western world. Registering them, taxing them etc is way too much of a faff. It's bad enough that Aus has a 'must wear a lid' law.
