It's demonstrably impractical and probably dangerous, any national safety standards test that applies to helmets should probably fail it.
I can't work out the motives, is it the "next cyclist wasn't wearing a high-vis/helmet" ie you weren't wearing THIS helmet? Or what because I can't seem them being able to enforce this helmet on people it will probably be expensive if it's even practical to make the thing.
Or is it just a madman let loose who genuinely thinks it's a good idea? The addition the prominent license plate makes me think otherwise.
