Because it is normal to share your attention between people and probably include them in a three way conversation this is a normal interaction. When one party is on the mobile it does not work, this without taking into account the nobbers who seem to need to shout when using a mobile.

My apologies if my previous reply seemed a bit brusque, it wasnt meant to read in that way.

It wasn't, I understand what you mean but it wouldn't bother me.
Alot of asian newsagents round my way, they are always on the phone when they serve you.

Funny that but the asian newsagent thing does not bother me either if they are on the phone when I enter the shop.

The thing with the checkout assistants if seems to me that yakking on the mobile when being served is treating the the assistant with contempt or maybe distain. I was in the supermarket today and as usual I had the headphones in but I always remove them when I a being served I just consider it a common courtesy to give them my attention.
