Ask the small business owners but certainly higher than the M25.
seriously?

- a half dozen buildings burnt down (the most spectacular case being on a piece of land that has soared in value overnight), some shoes and bikes stolen, lots of police overtime, a limited amount of robbery
- thirty square miles of countryside gone, hundreds of houses destroyed, farms made uneconomic, communities sliced in half, untold pollution, all accomplished by compulsory purchase

I'd have given it a 1.5

Yes seriously. Main reason - The M25 was legal. The "shopping spree" (what a wooly librel term) is not. Lets not forget the terrified residents and the fact that now their has been a stated political agenda that this is now Terrorism.
What is the view like from the ivory tower btw?

Does it remain at 1.5 if one of the buildings is your house?

You keep saying this, but repeating something that's incorrect doesn't make it more correct.
Whereas burying your head in the sand is a gread idea.

Do you define the seriousness of an issue by its legality? Staggering.

I remember the riots of the 80's very well and old and cynical enough to say I've seen it all before. I recall the same noises being made by politicians, pressure groups and rioters back then as they are now.

Society may have moved on / changed in the last 30 years but when you scratch away the glossy facade human nature is exactly the same. Nothing is new in this world, it's just recycled by a different generation.
