I usually call out "RING RING" (various volumes available) and then as I pass say summat like "Ta, me bell's fallen off". Never fails to raise a smile.
Perhaps the people that say they are useless are not riding on shared use paths, where a bell is handy. On the road, a bell is pretty much useless.

A bell on a road bike is wrong on so many levels!Reading this post this morning I very nearly bought one of the horn ones inASDA this afternoon - for my roadie - then said half out loud "nah, just wrong on so many levels"

I find a bell good for alerting slower cyclists if I want to pass them down a narrow lane.
In my experience your wasting your time fitting a bell, most peds will not take any notice.
