I might be missing something here but what is the relevance of the above.
It is relevant as its the CRTs code of practice for users of the towpath, cyclist should have stopped in advance and let the pedestrians passed especially given how narrow the path was. Just for information :- Towpaths are not rights of way but permissive routes CRT can and does stop cyclists using various stretches.
She did appear to stop and the gentleman in question appears to have a dod of the lead. Where does it say that anyone who transgress the code gets shoved in the canal.
I mean nutters are going to nut, camera or not. But for the investigation its only been a day, and simply having footage would make me feel a lot better if something happened.It's worth remembering it didn't stop this woman becoming a victim and as yet has not been much use as an aid to detection.

Also, I could they really get a prosecution if he just said, she lost her balance as she tried to squeeze by on the edge. I know it seems almost certain she was pushed given the verbal altercation and his body language but there was no push caught on camera and she would have been squeezing right on the edge given the space available.

It seems doubtful he'd cough it or the partner would have a sudden attack of righteous public spiritedness.
