Anyone recommend shorts with good padding and not cost a small fortune

I picked up a few pairs of Funkier padded shorts from CRC for under £10 and found the pad to be as good, if not better than more expensive bib shorts that I own.

Warmest socks I've found were Aldi's thermal fishing short socks. 81% merino. Amazing for 3.99. They've also had neoprene socks in their fishing kit special too.

I find wearing enough to be the right side of cold when moving works well. So you are warm enough but not sweating too much which will chill you when you stop. Then have another layer to throw on when you stop. Throw the extra layer as soon as you stop before the heat escapes and you have already cooled down.

If it is raining then the key bit is to wick any moisture away from the skin whether that is rain or sweat, so the skin stays dry. That way you do not get chilled by the body cooling as water evaporates off the skin. This is why I find wicking layers and a rain resistant windproof often work better than a waterproof as it allows the moisture to escape rather than building up and condensing on the skin and in your layers.
 
Still in winter kit here as well, but then again, my rides tend to be in the late afternoon / early evening when the temperatures are starting to dip. I'd rather be a wee bit too warm when setting out than too cold coming back.

One of my best buys this winter was a skiing base layer from Decathlon (Wed'ze 2warm) which has been fantastic as a mid layer under my jacket. It's also got a high roll-top collar, which negates the need for a buff as it's long enough for me to pull over my face.

Shorts (and pads) are a personal thing - what might work for one person might not necessarily work for another. Might be worth tinkering with your saddle position first before splashing out on expensive shorts - sometimes even a few mm of adjustment can make the world of difference. Besides, it doesn't cost to tinker, so always try that before splashing the cash. ;)

I have overshoes but never wore them as I have never suffered from cold feet but have had cold ears so always wear a balaclava in cold weather.
