Mounting system for rear derailleur

Do both of the rear derailleur have the same mounting system?

The first has a seperate mount/hanger.
The second uses the axle to locate and help maintain it's position on the frame.

Is there anything that I can do to make the first one compatible with my bike as I currently have a rear derailleur that has a axle.

Which will fit on your frame is the important question.

The 2nd rear derailleur that I have has a medium length arm so I'm sure any medium length rear derailleur will fit. The bigger question is if it's possible to make it compatible.

Not necessarily. My steel commuter came with a derailleur with one of those, but has an integral hanger. A photo of the area around the dropout will help clarify.
So they'd just slapped a cheap mech on it ?
