I received a letter about the Fuel Allowance, but I think I have to pay it back.

Assuming you qualify on age, the only restriction I can see is if you have over £35,000 annual income.

One of my friends donates hers to needy local charities. Lovely idea I think.

Some of my Premium Prize money has been donated to the local Community Cupboard. That is similar to a food bank, but take fresh fruit, vegetables, dairy etc, that is close to its sell-by/use-by date. They are pleased to receive money donations so that, for example, they can purchase special baby formulae.

I also donate to Kiva.org which provides interest-free loans, and advice to people worldwide. When the loan starts to be repaid, I get credited with the repayments, to make another loan. Approximate ten per cent of recipients go into default.

My understanding of the WFA is that if you have an income over £35k HMRC will bump up your tax code to recoup the £200

Then it's wrong , I think I read something about letters had been sent out in error.
https://www.gov.uk/winter-fuel-payment , has all the information on who can and can't get it

I have just re-read the letter. It says that if I pay tax the allowance will be repaid in the tax I pay. So I presume it will be counted as my income, but not necessarily all clawed back in tax.
