but if you are wearing something that you only wear while cycling then might as well make it white of something!

White blends into the background a bit. If you want something for night, get some 3M diamond grade reflective tape, red applied to rear of helmet, white to front. White or amber reflective on sides.

I have red tape on the back mudguard and red/white on the frame where appropriate
and some yellow in places as well

As far as the helmet goes I think I will just go for a standard one
and get a small camera that clips to my t-short or something

no lights of the helmet seems to make sense - I have several front and back on the bike already!

Erm that applies to bike, not what the rider is wearing. The clue is in Road Vehicle, which a helmet is not, it is headwear.

Notice what I have bolded?

Attached to the rider is not fitted to the bicycle.

Lights attached to the rider are outside of the RVLR. I'm against the fitting of lights to a helmet simply because the head will turn during normal riding, which can give a misleading "image" to other road users.
Petzl head lights suffer the same way.

Yes, I assumed they would be. I was inviting another poster to investigate the RVLR. They are probably (?) illegal, as they will be too high. Not that I can be bothered to try to wade through the RVLR to make sure. As with every other part of the RVLR, as they apply to bicycles, I expect the chances of actually getting prosecuted for having a light on your helmet are somewhere approaching zero.
