It's one of the most deprived areas in Plymouth. Lots of residents there are not exactly brain surgeons. I was there last night helping my friend (who was evacuated but has obviously now returned) - the next door neighbour had a fierce looking dog that kept trying to scale the fence and was under no control. They were also smoking weed pretty much constantly whilst we were there in the garden. Someone else was burning their household rubbish on a BBQ, and as I left a bloke parked his van for the night in front of a public footpath (totally blocking it). So, it's quite shocking but ultimately not very surprising
