I imagine that these figures include the price of building factories etc. Considering Bugatti was effectively started from scratch, and virtually every single part is bespoke to the Veyron, €1.7bn to sell 400 odd 'halo models' seems quite cheap compared to some of the others on that list. VAG knew the cars could not be sold at a price covering those initial costs and had absolutely no expectation of doing so. Also, bear in mind (again, unlike others on the list) that Bugatti's been able to sell every car it's built, and so the cost per car will go down and down. They might, eventually, turn a profit....
