My lad has one of the aforementioned bikes. I'm looking for a suitable pannier rack.

The dropouts only have one bolthole either side (towards the top). The bridge joining the dropouts just above the rear wheel has no holes drilled, the bike has disc brakes.

The lugs by the rear hub have small holes, presumably for mounting mudguards.

Does anybody know of a suitable rear pannier rack for this kind of setup, perhaps one which sits near the bottom of dropouts without screwing into them?

I bought one of these. It's as sturdy as hell and universal.

On my road bike, it fit over the bolt which holds the caliper brakes in place, then over the axle. However, it has all the attachments to fit the holes if the frame has them.

Cheers, I'll pop into my local Halfords and see if they have one in (and then get the spanner biff to explain how it fits - wish me luck ^_^)

Discs need something with wide legs to fit over the calliper and wider back end found on disc bikes,

This is a good point that I never had to consider. However, the one that I have is also disc brake compatible as it extends the rack further to the rear so that it doesn't interfere with the calipers.

You can use a 'normal' non-disc specific rack, which is usually more aesthetically pleasing, if the brake caliper is mounted inside the rear triangle. It is only when the caliper is outside/behind the rear triangle and drop-outs that there are interference issues.
I have run normal racks on my last two disc braked commuters.

Not the best pictures, but some info HERE.

Also, if there are no frame mounts at the top you can get a special seatpost clamp that also doubles up as a rack mounting point -
