I am no expert on bar tape but there is certainly a right & wrong way to hang loo paper.
If i go round someones house and its facing the wall i turn it round.

I never knew people wrapped towards centre, but thinking about it my new bike has been done that way. 40 odd years of going from centre, because that's how I wad shown.
