It's a bit more complicated than that...
Hawksmoor is very good, and also does cocktails. Others have recommended Gaucho - there are several restaurants around the place. I'd particularly recommend the one underneath the Crosse Keys Wetherspoons on Gracechurch Street for its ambience.I'm wanting to celebrate my birthday in July with a good steak and then on to a cocktail bar for a few after.

But I thought I'd ask the London massive about any local hidden gems.
Also I'm after a nice cocktail bar with warm relaxed atmosphere

The Shard isn't the only sky-high cocktail bar in London. Better value (for some versions of "better value") are Tower 42, the Heron Tower and the Skygarden at the Walkie-Talkie on Fenchurch Street. But I'd recommend going for a fancy drink first rather than afterwards - all the restaurants mentioned will sell you cocktails and will be more warm and relaxed after dinner than most of London's bars.
