Because it is....OK!*

OK, the material's material.
I don't think what she wants exists at the price she wants to pay.
I'll leave you to break the news. Grapes or oranges for preference?
FTFY...at any price! Well I guess there's always a bespoke Ti build from Enigma with a painted frame Multiply the budget by about 6...
Even then she won;t be happy as she wants alloy!!!
How many bikes has Mrs Dirk Fussypants got?
6 at the last count.....
A folding bike.
2 vintage bikes.
Giant Dash 1.
Ridley Liz C2 custom build.
Possibly a LBS you frequent might be willing to do a deal on fitting a triple to make a sale, especially if it's a less expensive crankset? Something like the GT Grade is around £600 off the peg and is Claris; might be haggleable? Or an older CdA or Kona Rove?
Our LBS did the custom build on her Ridley and she loves that.
I'm popping in to the shop tomorrow to test ride my possible new bike, so we'll make enquiries as to what could be built within budget.
Why doesn’t she sell the Ridgeback, sounds like she wants a newer lighter replacement and then add the proceeds to the budget so she can get the disc frame set wanted and either build from there or buy a bike and add the triple. How about something like a PX London Road frame or a Ridley CX
A couple more wsd non black disc framesets that you could use as donors, should come in around grand with the addition of a triple (and TRP spyres) or even just a new chainset as suggested
She's going to sell the Ridgeback and a folding bike, and put the money towards the new one.
Total budget for new one - £600.
Oh that's unfortunate. Ignore the 2nd two then
Dolomite above plus:
Plus appropriate square taper BB
Plus external chainring to replace the guard = triple if really necessary, but an Alpine double such as this will get the ratios needed, shirley, and Spa will fit the rings you want.
It's red!! *
* That was her reaction when I showed it to her.......
I think I'd leave her to find a bike for herself .... but then I'm not married.
After leaving her!!
