Just bought one of these as per the thread title http://www.blacks.co.uk/product/140263/rh-m-advance-windlit-black-xxl.html. Although it is principally a running jacket it looks fine for cycling as well. It's pretty good value for £25, folds up small and is light. It also keeps the wind out, it really does having worn it into today's gales, is water resistant in moderate rain , not tested yet, and is breathable. Ronhill do quality durable stuff at reasonable prices.

An earlier version of that jacket has been my three season cycling/walking/climbing top for a dozen years. And the durability of their Tracksters is phenomenal.

I had a RH women's jacket but found it too short at the back for cycling. Otherwise it was a good outdoor allrounder until the weather got extreme and the Mountain Equipment goretex came out.

By the way you can vastly increase the water resistance of any jacket by the application of water repellents which you can get from any camping shop. These are really essential too as all waterproof clothing has a water repellent coating which wears off after a while and wetted out clothing cannot breathe to let out water vapour. So you need to keep applying water repellent every few weeks to maintain a wet weather garments breathability.
