Allen Key in the front - mole grips tight onto the rear after a good soaking with penetrating oil.

I had the same problem on a new bike (not quite as bad but could not get darn thread out).
I kept applying lashings of lubricants, silicone lubricant mostly. If I could have bathed it in a tank I would have done.

After many many many attempts, it finally came free.

Highly unlikely.

Get a Torx bit that's slightly oversize and tap it into the bolt, that should give you enough leverage to undo it.

I'd be worried about internal rust on that frame, mind you.

I'm stripping the frame - then will inspect for damage

bottom line would be to use/sell the components of course
calipers are dual pivot [?] - can use on my 'everyday' Peugeot whose brakes are really rubbish
Shimano crankset look good

If you are planning a repaint get a bit of heat on there too.
My plan would be.
1. soak it, soak it and then soak it a bit more. If you can find it 'plus gas' is what you want. If not diesel does a good job
2. get it as hot as you can
3. Try to tighten the bolt a little........ honestly, you may find it will tighten just a fraction, maybe enough to break the rust joint and it will possibly just undo.

Smokin joes idea with the torx is a good one.

on the TREK [panniers] to the shops yesterday
saw a bike - mud-covered, grease splattered, bald tyre, torn saddle - but underneath a colourful orange paint-job, carbon forks - a nice TREK 1000
chatted to the elderly guy [kindred spirit..haha] and mentioned i had an older Peugeot road bike
he said...''I've got a couple of them frames in the garden - you're welcome to one... oh some wheels too''................

off to his house [local] sure e'nuff --- a Peugeot Optimum 531 frame
very rusty though - solid BB, forks
all the wheels were too corroded [ very narrow rims guess no more than 3/4'' ]...oh well

when he saw me struggle with the forks he said
''Look - take the Optimum - if it's too rusty, come back for the Peugeot Premiere...........

- the sting in the tail..?
strap the frame on top of the panniers and 2 hours later of walking and coasting - I'm home

my first sorta ''barn-find''

well - not too good so far....................
the small chainring is 'hooked' to blazes
the cranks are SOLID
and the calipers are too short for either of the other Peugeots

I'll update after a week of penetrating oil...............
