It keeps tension on the rear mech so you don't have to 'flip' it back to get the wheel inThanks folks thought it was some sort of manufacturing by-product with steel frames. Seems too nicely finished to hang an oily chain on it though. Never had or apparently required one before. Thanks again.

That little knob will be an ex-knob if you hang your chain on it, fit the wheel, forget about it and then start pedaling mightily to catch up with the rest of the bunch. Don't ask how I know.
