Stem measurement

I want to increase the height of my handle bars. The handlebar dia is 31.8mm and the stem dia size is 1-1/8"....no problem, i can get one of these.

Available in 90, 110, 130 mm length.

My question is
How is the length of the stem measured?
Is it measurement taken from the overall length or from the centre of the stem and handle bar diameters?

Stem length is measured from the centre of the headset to the centre of the bars.
