Probably just congestion, stuck behind a load of other storms on the M8.

Technical-weather-wise 
- it's because there is more friction over the land than over the sea, so the Low pressure system slows down a bit. 
The winds hit the SE quite hard. My local pub got hit bad. But if we all pull together we can rebuild.

It was his helicopter that blew most of those chairs over.
