New Double Yellow lines that have recently appeared in the town centre
First set, in front of the bollard are 21 inches long. The second set, in the cycle lane traffic island are less than three foot long.

Vey odd: surely that means it's okay to park in front of the cycle lane itself?

Possibly, but given the cycle lane is split*, left and right turn at that point and alongside a road junction(cars, lorries and buses using it), probably not advisable.

*The cycle lane continues on the opposite side of the road, straight on at that point, why there's a right turn and not straight over hasn't been made clear.

A lot of things aren't advisable, but since when did that stop drivers doing it?

I'm guessing not. They only put yellow lines where there is a kerb. They don't put them across junctions, which is what the cycle lane is.
