Possibly, but given the cycle lane is split*, left and right turn at that point and alongside a road junction(cars, lorries and buses using it), probably not advisable.
*The cycle lane continues on the opposite side of the road, straight on at that point, why there's a right turn and not straight over hasn't been made clear.

I'm guessing not. They only put yellow lines where there is a kerb. They don't put them across junctions, which is what the cycle lane is.

It would be a bloody good idea though, to keep the phone zombies in one place. Barriers either side would be needed of course to stop them straying out of their lane, maybe electric fence type barriers!
