That does lok very like a very new house, wall and path
and a much older bus stop and pole - other wise the pavement would show signs of work


so I suspect the house has just been built and they are waiting for the counsel to move the bus stop

I admire your optimism! I've seen bus stops put up in the middle of paths and bus shelters blocking cycleways. It seems sometimes nobody feels empowered to question bonkers plans before installing them and costing the council more money to fix it, sometimes including compensating those injured.
