Same thing here, both uphill and flat. A friend of mine reports the same thing uphill, but actually reads more power (BKool displays too little power) on a flat section.Mate of mine uses a power meter - can't remember the brand - but reckons the Bkool is accurate to within 10%. Anecdotal I know but I'm sure others can maybe post their own direct experience. Downhill figures for sure maybe wrong but on an uphill and / or steady gradient I'd expect (or hope) it to be reasonably accurate.
