I wouldn't go too cheap unless it's got decent reviews here or that you trust, I always think the tyres are your contact point with the road and cheaping out is asking for trouble, I use Velo P-Zero and I love them.

I always for example get mids for the car and the guy in the office who goes budget is always moaning about tyre wear or how in the wet they do very poorly.

Puncture belts are overrated for anything less than marathon levels. I’ve got a Pasela, no puncture belt. Doesn’t puncture that often at all.
I have a Pasela's on one bike too. Pretty sure both the old tour guard and the newer PT version both have some form of protection belt, kelvar or aramid? Unless there is another Pasela version with no such belt? Anyway decent tyres and tanwalls look good on a bit of old steel.
