In my collection of about 30 different hats I have a waxed cotton Barbour hat, it's a snug fit on my head so can't get blown off and it forms a good "gutter" so that rain doesn't wet my face and neck or dribble down my back. It also squashes flat, which is really handy. It's something like this but with a wider brim and without the seam around the top:

One of these or similar, used in sun and rain, folds flat, has detachable bit to protect the back of your neck and stiffened peak.

My experience of many waterproof or winter cycling caps I have tried is they tend to be a bit sweaty unless really flippin cold. Caps don't stop water going down tbe back of your neck when it's pissing down either.

I don't wear a helmet but find a helmet cover, worn over my cycling cap, and non-waterproof hearing aids, very useful in the rain.
