Drover Cycles in Hay hire out Thorn and Surly bikes, which should be flexible enough to set up for a few weeks touring. Ring UK 01497 822419. Around £100 per bike per week. Might consider shipping to airport....
This outfit http://adventurepedlars.com/ hire out Alpkit bikes and all the kit for weeks UK, and will deliver to mainline stations. More bikepacking style, but could be comfortable and hiring bags might be useful
Good find. They say they deliver:
FREE delivery is available within a 20 mile radius of our base in Hay on Wye (though see below for tandems) for full and multi day hire only. Delivery further afield is available at additional cost.

Touring bikes tend not to be 'off the peg'
As others have said Thorn and Spa are your best bet,

Thorn especially are totally geared up to sell on line.
You could order all you need, from the bike spec right down to batteries in the lights on line and have it all delivered to anywhere you liked.

Otherwise if you want a London based specialist shop then start with Condor in the Greys Inn Road.
Their bikes are not cheap!
You could also get the rest of the gear there as well.

If you want to rent, start with OnYourBike at London Bridge (Which is on a direct train link to Gatwick)
 
I will be flying into Gatwick early Aug. I will be cycling for 3 weeks mainly France / Germany with my son. We need 2 touring bikes + all gear needed for the trip. Which shop should we go to ? Thanks, Allan

As many have said Evan warehouse and shop https://www.evanscycles.com/store/gatwickwarehouseshowroom is a 30 minute walk from Gatwick airport, or get the Fastway bus 10 from the airport towards Crawley, the bus stop in Gatwick road is about 2 minutes walk from Evans, look at https://www.metrobus.co.uk/ for route details. Evans can also supply all the required cycle panniers etc. From Evans you could follow the NCN cycle route into Crawley where there is either Blacks outdoorr shop https://www.blacks.co.uk/ or Decathlon https://www.decathlon.co.uk/ both of which have a good selection of camping equipment and all do click and collect. From Gatwick and Crawley you can if you want use tne NCN 20 cycle route https://www.sustrans.org.uk/ncn/map to Newhaven to get the Ferry to France.
