But clearly they don't know what they're talking about, calling bicycle lighting a grey area. It's not but the law is very widely flouted.

Back to my question, that site admits it's illegal but doesn't say what flashing green signifies. If nobody reading this can remember, I'll go search when I've time. If it is medical vehicles, then it seems like you'd be a daffodil to use it.

Could it have been a Smart Superflash? About £16 but prices vary. They have a constant mode on the bright LED too - I use one as a back-up to my dynamo rear light (never needed it as a back-up but it does make me feel a bit safer having it on as well as the dynamo light in the fog)
Edit - the light appears in the video at about 25 seconds.

"No vehicle shall be fitted with a lamp etc etc........."
So - don't fit it to the bike, but clip it to whatever you happen to be wearing on the bike that day. Not that I would do it myself of course, but it's a loophole for those who want to use lights which would otherwise be illegal.
It has other modes that are pretty good for normal riding . The TT mode is the one that is a bit brighter and it was designed that way to wake up drivers on duel carriage ways early mornings .
