This, this is a fine looking frame.
Beauty in the eye of the beholder and all that but I think that is hideous. And you've got a flat spotted front tyre!

No. looks like someone has tried making a tandem from two singles. And failed.
Looks like the captains seatpost was cut a bit too long and hammered in pushing the top tube upwards. Then another bit of tube that was laying around an a bit too short brazed in diagonally.
