As far as I know, BC academy advice (as well as most pro teams) is to ride in longs until the temperature goes above around 15-18 deg. No idea why anyone would want to ride with bare legs/arms in this weather, or at this time of year...

No bare arms though,a cotton T and a cycling jacket on top .
But I am like you,although the other way round in that I don't understand why people would wear longs.

Your choice. It differs considerably from most professional and coaching advice though.

It's not about comfort or being tough, it's about protecting your knees. I wouldn't ride in shorts below 12 degrees, and some say below 16. Footballers wear shorts year round but their knees aren't being propelled through the cold air at 20mph for 3 hours.

It's all about comfort !
As mentioned I can't get the best workout if I'm too hot/uncomfortable.
If I felt my knees were cold or at risk I would certainly cover them up. It certainly isn't about being tough either as generally I feel the cold very easily.
Not many flat roads here so not really any chance to get cold air blasting on them at 20-25mph.

I met up with the group i go out with on Wednesday. They seemed surprised i was wearing shorts. Haven't you any pants? one asked seemingly concerned. It was peeing down and we did cut the ride short as everyone was soaked. I was too but my legs were ok. If it's not cold why wear wet longs when wet skin doesn't soak up water? My hands and face were numb with the soaking but everything else was ok. When it gets cold i'll be there with my longs, i'll even wear long johns under them on dry freezing cold days, but if it's mild why not wear shorts still?

Interesting comparison with footballers. Who nearly all end up with knee trouble at some point.
Basic rule for race riders, keep knees covered until at least 18c, (unless you are a CX specialist, then keep warm until the last moment and flat out for just an hour), joints do not like being cold and will bite back. Suggesting that it's OK below that is fine if that's what you want to do, remember this is a damp island and humidity plays a part - why do you think the teams even in UK run their training camps in Spain, Majorca, etc. It's warmer and even then the legs stay covered until about 20c minimum. You have one set of knees and they need looking after. Knee damage is no fun. Take care of yourselves folks, do whatever you want, just be aware of potential consequences!
