Apparently built for double track and only used for single. I heard that some railways were built for two tracks in the expectation of traffic picking up later. I wonder if this is such a case or of it was singled later?

I think it was originally meant for double track, the nearby Lands Viaduct over the River Gaunless was built to carry double track originally but started off with just one. Work to double the track in 1899 ran into problems when the iron trusses were found to be in a bad state and it took years for the repairs. The track bed across the fell is certainly wide enough and Cockfield Fell station had two lines through with platforms at both sides.
