I don’t think it’s that. The person I visited is in that category and found the heat stifling. The windows of the room don’t open so I had to keep the door open to let some of the heat out. The heat is so bad that they had to lie on top of the covers through the night to get to sleep.

When my wife was in hospital, the windows had a locking mechanism to prevent you opening them. A multitool soon sorted that out.

I found something about a proposal to revoke it, but then assumed the plan had been abandoned when I saw both Orders are still on the legislation.gov website without any apparent comment about revocation. It's pretty misleading leaving obsolete legislation looking as if it's still current.

It is, a little. Most Acts would show changes, including any repeals, but Statutory Instruments often only have the "original" version available, but they really should give some indication that it is no longer valid.

I saw it in CIBSE Guide A, which was published in 2015. Since I downloaded my copy in 2017 I thought it was up to date, but it isn't, mine's from 2006.
