A guy I worked with had a partner who was PA to a local property tycoon. Apparently, the way he avoided paying council tax on his empty properties was by smashing the toilet with a hammer to make the place 'unfit for human habitation'.

Looking at the rules, it reads like it needs to be something a bit more 'major' than just a broken toilet.

QUick - get a kid's old dolls house and dump it in the middle

Then paint a duck on it and claim tax relief as a Duck House

I think that is how it works

The council will want to know how many bedrooms it has then, for the bedroom tax.
He might also have to declare a second income. Taxable of course.
