Personally, I don't have that much of an issue with the demise of Cycling England as a quango. It wasn't that effective and tended to be a bit of a talking shop/willy waving contest - and it had a penchant for pushing helmets (some may recall the controversy over some of its advertising and web-based games for children).

I'm pretty sure that was DfT's road safety division, not Cycling England.
