Dealing with rust - removal or conversion?

Another daft question... I think I'm going to check out the rust on my frame before taking to be cleaned and powder coated. So apart from a wire brush on a dremmel type thing I thought of using some chemical stuff. I've bought some Rustin's Rust Converter, but thing this should really be Rust remover instead?

Some kind of oxalic acid gel. It'll zap the rust and leave clean metal without damaging surrounding paint.

It will, but I want to see how much rust there is before stripping the bike and committing to the process, if it's considerable I'll have to reconsider

Definitely converter. Dealt with rudt on the boat this year and agree with @Drago it is the best option by far.
