Exactly this. Normally I would say "no-one will give a toss" but Switzerland is the exception. The one thing the Swiss love more than following the rules is reporting those who don't follow the rules to the authorities.
 
Went to Basel and nobody wore a helmet. Went to Bern (around 50 miles away) and most did. Oh, and every kid on a scooter (except ours) wore one.

OK apart from Einstein, cheese, swiss knives, pharmaceuticals, cockoo clocks, chocolates and the Geneva Convention what have the Swiss ever done for us?

BTW I have a friend who lives in Switzerland and he tells they were rather exited over Brexit.
