Are you missing my point here? I totally agree that changing lanes is not dangerous; so why can't middle lane hogs change lane - to the left?!!

I am sure they can. But refusing to do so is not dangerous. Irritating, but not dangerous, And we can't go around threatening people who are irritating as I'd be killed 30-40 times a day.
Irritated drivers can soon become dangerous. The HGV driver in this case being just one example.

....so if the only danger is a concious decision from an irritated driver, then they should hand their license back in.

As far as I can see online, middle lane hogging is now illegal.
As one who does it regularly, there can be any number of reasons:
The lorry in front is slower; obviously. Tesco/Asda/Sainsbury all have limiters set at 50mph for economy reasons. Other companies have slight variations on the setting of their limiter. As @User9609 pointed out, a heavily laden HGV will be much slower uphill than an empty one; similarly a heavy one will be faster downhill.
There will be other factors influencing the drivers decision to overtake. For instance, I will do my best to get past any lorry carrying fish, which I regularly get on runs south from Aberdeen. They have drain hoses at the rear corners of the trailer; and the stuff that comes out of there - although mainly water - is not entirely pleasant. You will soon empty your screenwash tank if you sit behind them for long! The smell isn't great either.

Anyway, if you want to see the real world head up to the 50mph limit road works at Sheffield. Countless HGVs sitting on their limiter (or faster) trying to shunt cars out of the middle lane, tailgating to inches, flashing lights etc. I got out of the way of one on Monday night (despite never holding him up) but had to have the punishment swerve two feet from my nose.

You'd think he'd understand that, he is a special constable*.I'm impressed by what he expects from the police. He calls them to report an incident on the motorway, and then expects a high speed chase to apprehend the miscreant. This is all before they have seen the footage. He makes it clear neither he nor his vehicle have sustained any serious injury "I will keep following him". I am glad the police were busy doing more important things.
This seems a definite 101 situation, and no need for an emergency response.
*Two of those consonants may be redundant.
