It does seem odd. I've tried to break a side window with a Maglite and after a dozen attempts I gave up. Good job really because the dunderhead driver suddenly found his key. When extendable side handled batons were used by the Cops they were pretty useless at smashing car windows as well and some forces have been supplying a seatbelt cutter/glass breaker to be carried in all vehicles. Maybe he had one of those or a similar pointed implement.
