That's not always the case. About 7 years ago I got done for theft; I've kept my nose clean ever since. I'm just one example that once a thief does not automatically mean always a thief.
Changing topic, contactless payments can remove the need for a purse, or at least the need to get your purse out at all.
Thieves will always exist, so countermeasures are worth looking into.
