Her gender isn't really relevant, but either way I don't see how 'being a woman' will help address this disparity in any way. Biggest challenge is getting more female riders through the youth ranks and then keeping hold of them after they turn 18 and find little in the way of opportunity for them.
but it certainly can't hurt that the CEO of the organisation at the forefront is no longer an old white man.

Because as several female athletes have testified it's a very sexist organisation.
A female CEO is less likely to tolerate that. The reason for the lack of opportunity you cite is that same sexism.
