I suppose it all depends if you see people like Jim Davidson, Chubby Brown and Bernard Manning as 'comedians' or not. Let's not confuse the link with 'good, intelligent, thought-provoking humour' - I can only assume you haven't clicked it.
The difference is that the Bernard Mannings of this world are bigots and align themselves with an audience of bigots and that is how they would get their laughs. In other words their comedy is not ironic and they are not portraying a persona or wearing a mask. By contrast I might give the example of the Alf Garnett character played by Warren Mitchell.
A great many people completely fail to realise that Alf Garnett's character is a satire and an expose of the bigotry which he espouses (and such people in the real world), rather than a bunch of offensive jokes aligned to an audience of bigots and aimed at tormenting minorities. These same people would view the linked article as in some way aimed at either cyclists or gay people, and moan about it promoting and inciting institutionalised bigotry - whereas it is obviously nothing of the sort and in fact is the opposite.
In this respect I would say it's fairly clever as a piece of comedy, although I didn't actually find it especially funny - that is more likely down to the writing and the comic timing rather than the humour of the idea.
